British Cycling announces new process for use of on-board cameras

British Cycling is pleased to announce changes to the Technical Regulations for the use of cameras in sanctioned events.

Last year British Cycling announced a new process for the approval of the use of a camera in British Cycling sanctioned events. This has helped showcase the thrills and excitement of the sport and enabled fans to get closer to the action than ever before.

Following a review of the process British Cycling is pleased to announce that from 1 March 2024 riders will no longer be required to submit a “camera request form” in advance of racing. The conditions for use of cameras in races will now be governed by the Technical Regulations.

Cameras may be used as set out in the table below and subject to the following conditions:

  • Cameras may only be used by full licence holders who are in the year of their 17th birthday or older (day licence holders are not eligible).
  • The fitting of the camera must be one designed for bicycles and must not affect the certification of any item of the bicycle.
  • Riders must ensure that the manufacturing guidelines are followed in respect of mounting all equipment and the camera does not cause any risk of danger or distraction to the rider or others.
  • The rights in any footage captured during an event are assigned to British Cycling. The rider is granted a worldwide, perpetual, royalty free, transferable licence to use the footage for any purpose. In using the footage, riders must act in accordance with British Cycling’s Code of Conduct. Riders shall make any footage available to British Cycling upon request.
  • Cameras shall not be permitted if reasonably restricted by the Chief Executive or the Organiser or upon any restrictions imposed by a facility or location.

Camera Regulation

BMX Freestyle

 Permitted. If used, cameras must be fitted to the bicycle.

Cycle Speedway

 Permitted. If used, cameras must be fitted to the bicycle under the saddle.

Cyclo-cross

 Permitted. If used, cameras must be fitted to the bicycle.

MTB Endurance

 Permitted. If used, cameras must be fitted to the bicycle.

Road

 Permitted. If used, cameras must be fitted to the bicycle.

BMX Race

 Permitted. If used, cameras must be fitted to the bicycle or mounted to the peak/visor of the helmet, or to the helmet provided the mount is integrated as part of the helmet’s design.

MTB Gravity

 Permitted. If used, cameras must be fitted to the bicycle or mounted to the peak/visor of the helmet, or to the helmet provided the mount is integrated as part of the helmet’s design.

Track

 Not permitted. Applies to indoor and outdoor.

If your event falls prior to 1 March 2024, you must continue to request permission to use a camera using the usual form.

Organisers & Commissaires

The new regulations will reduce the burden on Commissaires to check riders have a permission letter from British Cycling. Commissaires are not expected to check the mounting of the camera. It is the rider’s responsibility to follow the manufacturing guidelines.

Organisers may restrict the use of cameras where a particular facility or location does not permit the use of cameras e.g. MOD land.

In other exceptional circumstances, organisers may apply to British Cycling to restrict the use of cameras at their events. This will be reviewed by British Cycling and if reasonable, organisers may restrict camera use. Permission to restrict will only be granted in exceptional circumstances (an application is not required where the facility or location restricts use). Apply here.

If cameras are to be restricted in accordance with the above, this must be clearly advertised to entrants prior to the event.

Other circumstances

Anyone wishing to film any part of a British Cycling sanctioned event using a drone or moto must apply to British Cycling in advance. Apply here.

Any commercial entity wishing to distribute cameras to multiple riders must also apply to British Cycling in advance. Apply here.
