British Cycling is looking for two ‘technical experts’ from different disciplines to join Sport Commission with the specific aim of supporting the commission to:
1. Ensure that the general technical regulations and those for each cycle sport discipline are clear, practicable, accessible and fit for purpose; and
2. Ensuring safety and fairness is paramount and reflected clearly in the general technical regulations and those of the cycle sport disciplines.
British Cycling's Governance Structure
British Cycling is responsible for the management and development for all key areas within the various disciplines of cycling, along with the key priorities of anti-doping, equality and safeguarding. These areas require robust structures to best protect the interests of all stakeholders in the sport.
British Cycling’s key decision-making bodies are its Board of Directors and the Executive Leadership team which rely on the expert advice and support of a series of discipline commissions. The commissions relate directly to the eight cycling disciplines and there are also commissions dedicated to technical issues and commissaires and referees. The Chair and commission members are appointed to the discipline commissions by the board every three years.
Sport Commission
The responsibilities of the Sport Commission are:
1. To consider and recommend to the Board cross discipline matters including but not limited to: coaching; education; event organisation; diversity and inclusion; safeguarding
2. To make recommendations to the Board concerning shared best practice
3. To encourage cross pollination of ideas and aspirations (commissions to consider and report back on designated items)
4. To monitor reports from the individual Commissions on a bi-annual basis
5. To provide advice and challenge individual discipline commissions
6. To check that individual discipline commissions do not act beyond their remit in decision- making (as set out individual terms of reference)
7. To ensure that the terms of reference are reviewed annually and are fit for purpose
8. To escalate matters to the Board for consideration, where appropriate, including matters with financial implications
9. Monitor diversity within Board Commissions ensuring they are working towards greater inclusivity and diversity and promoting opportunities to connect to new participants
10. Ensure that any confidential communications remain within the Commission circulation group only.
11. To examine the strategic development of the general technical regulations and those of the cycle sport disciplines to ensure they are appropriate, relevant and accessible.
12. The Commission has the power to consider any proposals to amend, delete, supplement or clarify technical proposals and/or to amend any such proposals acting under the devolved authority of the National Board
Membership and Meetings
Sport Commission meets formally bi-annually (usually in May and October/November). Meetings are held at the National Cycling Centre in Manchester usually during normal working hours. British Cycling will meet all reasonable expenses incurred when attending meetings of the Commission. Additional informal meetings (2 - 4 per year) are also held via Teams.
The term of office for members of the Commissions can vary from one to three years depending on experience and/or specific skills and knowledge that may align to the strategic needs of the discipline, although the post-holder will be able to reapply for consecutive terms of up to nine years. Once this maximum term has been reached the member is unable to reapply again, as Chair or member of the commission, for a period of three years.
