The elite athletes who are up for the award are: 2019 Tour de France runner-up Geraint Thomas; Elinor Barker who was scratch race World Champion at the 2019 UCI World Track Championships; 2019 Cycle Speedway World Champion Ben Mould and James Ball who became World Champion in the 1km Time Trial Kilo event at the 2019 UCI Para-Cycling Track World Championships.
