The Isle of Wight rider was the main animator in the 54-km race, run off in a biting cold wind and flurries of snow, and went off the front on his own after an attack ten minutes into the action.
A group of around ten chasers got across to him after a few laps of freedom, but Tibbutt tried again and, with Holloway for company this time, opened up a lead of around a minute before there was any reaction from behind.
Holloway led out the final sprint, but Tibbutt came round to cross the line two lengths clear with Ellison Albert (VC Meudon) taking third place at the head of a chasing trio just a few seconds later.
