UK WIDE ONE STOP PLAN 2005-2009
British Cycling, Scottish Cycling and the Welsh Cycling Union have developed a UK-Wide One Stop Plan for Cycling in conjunction with UK Sport and home country Sports Councils. The Plan covers the period 2005 to 2009. The findings and feedback from British Cycling's Competition Review process have proved invaluable in informing the development of this plan which also reflects the opportunities that currently are opening up to sports, in particular cycling, following the Government?s increasing emphasis on health and physical activity for the nation.
The work to date on the UK Wide One Stop Plan has focused on establishing clarity of Vision and purpose for the Governing Bodies of Cycling across the UK, which has been led by the findings from the consultation process that formed the initial phase of the Competition Review. The lack of clarity of Vision, and the transparency on progress towards achieving the Vision in recent years has been a barrier to creating an informed and participating membership.
The UK Wide One Stop Planning process has been the catalyst for British Cycling, Scottish Cycling and the Welsh Cycling Union, to build upon the working relationships that were already evolving at an operational level to develop the Vision for Cycling, UK Wide Outcomes, and to work together in a unified approach across the UK to deliver the Vision.
THE VISION
The Vision for Cycling has been developed in the context of a rapidly changing environment linked to the Government?s agenda and targets related to the physical activity levels of the nation. The development of this Vision has highlighted the limitations of the traditional narrow focus of Cycling?s National Governing Bodies on organised competitive Cycling activity in isolation. This narrow focus has been a rate-limiting factor in increasing participation levels in Cycling as a sport and physical activity in the past. By diversifying to facilitate participation in Cycling as Active Recreation and as Active Living and creating opportunities for participation in Cycling as a noncompetitive sport alongside Cycling as a competitive activity, this will have a longterm positive impact of securing the sustainability and increasing the popularity of all aspects of competitive Cycling.
The Vision has been developed around 3 themes: - Participation, Excellence and Governance.
PARTICIPATION
CYCLING WILL: Increase the levels of participation in Cycling as a Sport, Active Recreation and Active Living amongst all groups
EXCELLENCE
CYCLING WILL: Increase levels of success in International Competition
GOVERNANCE
CYCLING WILL: Promote and Protect Cycling through effective Corporate Governance and Professional Administration
KEY PERFORMANCE INDICATORS
Progress towards achieving the vision will be measured through Key Performance Indicators (KPIs). These KPIs are all outcome focused rather than process and strategy led and are intended to demonstrate the delivery of the Vision and thus add to the leverage for sport in general and Cycling in particular securing greater profile and resources.
KPIs have been identified for the Participation and Excellence strands which are underpinned by effective corporate governance and the professional administration of the sport and business. Achieving the KPIs for Participation and Excellence will in themselves be the indication that the underpinning governance framework and administrative processes are effective.
Through this Vision, Cycling will ensure that it is a sporting, active recreational and active living activity that is inclusive to all, regardless of age, gender, creed, ethnic origin, economic position, disability or level of ability. It will also have modern governance and professional administration and will provide the opportunity for lifelong participation and personal achievement.
