2008 Youth Regulation Changes, Including Dispensation

Many members will be aware that the 2008 regulations regarding Youth Dispensation have changed. One of change affected the opportunity for Youth A, B & C Category riders to ride in Track League Events open to older riders than themselves. There has recently been a further review of this regulation and it has been changed so that Youth riders of the appropriate ability may ride in such events where they are open to older riders subject to the sanction of the chief commissaire.
This revised regulation will now read as follows-
"6.2.7.5 'Category A, B and C Youth riders may compete in events against riders of any older category in track league meetings subject to the approval of the Chief Commissaire without the need for further Dispensation'.
All other 2008 regulations appertaining to Youth Dispensations remain unchanged except that the words 'from BCHQ' are removed from 2008 Regulation 3.3.3. i.e. that where Dispensation is given, be it by BCHQ or the Chief Commissaire ( in Track Leagues only), that such riders are permitted to use the maximum gearing and equipment allowed for that older category.

It's always a subject upon which we receive regular enquires - so here's the latest on Youth Category riders who are seeking eligibility to ride in events open to older categories of rider.
- Any Youth A, B or C category rider may apply for dispensation (i.e. special permission) to ride in closed Road circuit (i.e. not open road event) and Track events open to older categories of riders, once they have gained 15 licence ranking points. Without these points, dispensation can only be obtained on the authority of the rider's British Cycling Talent manager.
- For youth B & C riders, dispensation will only allow them to ride in events restricted to the next oldest category.
- For youth A riders, dispensation will allow them to ride in events open to any other category, except national A road races.
- For national and regional championships, youth A riders can only gain dispensation to ride in events restricted to juniors.
- For track leagues only, youth A. B and C riders may ride in events open to any other category, providing they can present the appropriate dispensation card ** see amendment to this above
- For track and roller races only, where a rider uses dispensation he/she may use the maximum gearing and equipment related to that older category.
- Go-Race closed road circuit and track events are now open to all youth A & B riders who do not have any licence ranking points.
Please note, in all cases this dispensation does not give the holder automatic right to participate and the event organiser (and Chief Commissaire) have the right to refuse entry.

Other Changes
Youth A riders may wish to note that the maximum gear for Closed Road Circuit and Track Racing has now been raised to 6.93m (gear tables can be found on pages 95-6 of the Rulebook, in the "General" section - which can be downloaded from this page: Rules
In all youth races of mixed gender the top three boys and top three girls will now be allocated licence ranking points.
